Particular attention should be paid to the purpose of the protection, stated in section 1: The protection aims to preserve the area’s outstanding national values and ensure improved opportunities can be created to experience its history. It also aims to preserve the significant landscape values associated with the area and ensure the public appropriate access to move through it. Thus it is primarily the area’s cultural history as a “battlefield” and its landscape values that are protected.
Regarding buildings in the protected area, I assess that permission for new construction should in principle be possible. What is permitted will depend in part on creating a coherent, harmonious group of buildings that does not stand out too much. Demolition of buildings that do not fit in, namely the barracks, and visibility in the landscape will probably receive weight.
Exemptions have previously been granted for constructing relatively large residential properties, including Grønnekærvej 6 and Dybbøl Banke 33. Read more here:

Det som opmærksomheden særligt skal henledes på er formålet med fredningen, som i § 1 lyder: Fredningen har til formål at bevare områdets enestående nationale værdier samt sikre, at der kan skabes forbedrede muligheder for oplevelsen af områdets historie. Fredningen har endvidere til formål at bevare de betydelige landskabelige værdier, der er knyttet til området, og at sikre almenheden passende adgang til færdsel i området. Det er således først og fremmest det kulturhistoriske i området som ”slagmark” der er fredet og de landskabelige værdier.
For så vidt angår bygningerne i det fredede område, så er det min vurdering, at der som udgangspunkt vil være muligt at få tilladelse til nyopførelse, hvor det vil spille en rolle i forhold til det som der gives tilladelse til, at der ved nyopførelsen skabes en sammenhængende harmonisk bygningsmasse, som ikke stikker for meget ud. Der vil formentlig blive lagt vægt på at man nedriver bygninger, der ikke passer ind (barakkerne) og synligheden i landskabet. Der tidligere er meddelt dispensation til nyopførelse af relative store beboelsesejendomme bl.a.
